Transforming Technical Systems Through Co-Design: A case study in complexity and collaboration

Format: Papers, RSD14, Topic: Cases & Practice

Technical sectors are often structured around specialised expertise, aimed at upholding standards and consistency, protecting critical priorities such as public safety and professional accountability. While these structures serve an essential purpose, they can also lead to siloed ways of working and reinforce rigid processes that prioritise standardization over collaboration. This was the case for a national technical professional association that partnered with our organisation in 2022 to introduce a collaborative, systemic design process aimed at fostering connection across its ecosystem. For decades, the association relied on systems and processes that reflected a clear, discipline-specific worldview with minimal collaboration. As the professional landscape evolved, these structures became misaligned with the complexity of their current environment. Key actors were disconnected, operating within entrenched structures, and for some, upholding a self-reinforcing perception of their work as the “gold standard”. Together, our work focused on creating conditions for collaboration, using systemic design to build trust, empathy, and facilitate shared understanding. Prioritising relational shifts and collaborative engagement could allow for necessary structural improvements in the future, recognising that sustainable change emerges through relationships over time.

This work applied systemic design methods—including live systems mapping, strategic foresight, scenario building, and collaborative design—to foster relational engagement in a historically siloed technical professional system. A combination of high-magnitude, low-frequency events and low-magnitude, high-frequency sessions enabled stakeholders to move beyond isolated perspectives and develop a shared understanding of the ecosystem’s interconnections. Systems mapping with actors across the ecosystem helped to surface underlying assumptions and gaps in understanding between stakeholders, while plausible foresight scenarios provided a safe-to-fail environment where values could be surfaced, and change could be discussed. To assess the impact of these efforts, measurement, evaluation, and learning tools were used to track changes in stakeholder knowledge, attitude, and support over three years. These ongoing insights enabled internal reflection and refinement, ensuring that engagement strategies remained adaptive. This approach emphasised building trust, strengthening relational networks, and sustaining a commitment to collaboration.

The most significant outcome of this work was the emergence of an ongoing commitment to collaborative design processes across the ecosystem. Previously isolated actors, who had limited understanding of others’ needs and perspectives, began to develop new relational dynamics that better aligned with the evolving professional environment. In doing so, they recognised the value and need for collaboration in shaping the future of the national professional ecosystem. This case study highlights the critical role of trust in enabling relational capacity building, leading to systemic adaptation within technical professions. It offers insight into how systems thinking and collaborative design processes can safely surface complexity in technical spaces and create conditions for long-term engagement, shared learning, and emergent change. By centring relationships, this work demonstrates how systemic design can help isolated ecosystems evolve into adaptive, interconnected networks, offering a model for other technical sectors facing similar challenges.
