This PhD project investigates the application of Systemic Design to Mission-Oriented Innovation Policy (MOIP), in the context of UE Cities Mission. The latter is focused on supporting EU cities in planning and implementing urban climate transition. Two challenges exist for EU cities in carrying out the objective of the Mission: optimising interdependencies between climate actions, including social impacts, and secure long-term support from key stakeholders. The research aims to integrate Systemic Design with existing portfolio methods to integrate technical climate planning with the mobilisation of stakeholders whose support is needed during implementation. The project proposes a two-step process: first, interactive visualisation of interdependencies as preliminary sense-making step to inform design of criteria for portfolio optimisation; second, co-design future scenarios of transition from within different stakeholders’ sense-making. The expected contribution is advancing Systemic Design practice for supporting the understanding of complexity of climate transitions both for policymakers and for target stakeholders.
