We outline the framework developed for a collaborative arena involving national actors, four regions, seven municipalities, and approximately 300 children. This initiative employed a dynamic and adaptive process, continuously co-created with the participants throughout its evolution. The primary objective was to elevate local insights to a national level, creating a system that fosters sustainable development.
Additionally, the approach aimed to bridge the gap between present challenges and future opportunities. We began with a local focus, identifying areas with a strong interest in exploration and existing capacities to initiate programs that promote the well-being of children and young people. This groundwork was then integrated into the broader arena, which also included participation from national stakeholders. By addressing the conflicts and norms that emerged locally during our experimental phases, we challenged and made visible the limitations of the current system.

Experio Lab is a network-based competence centre in Region Värmland that fosters the collaborative development of welfare services through design. By involving welfare employees, patients, users, and their relatives, the lab seeks to create value in people’s everyday lives. The approach is user-driven, applying design principles, service logic, and user-centred methods to improve both the services residents encounter and the systems governing public organisations. It also serves as a platform for knowledge exchange, promoting the development of competencies in design and system approaches for welfare. The centre’s vision addresses the challenges facing welfare systems by fostering user-driven transformation, aiming to meet the sector’s evolving needs for development and innovation.
